If the Netflix or cable source signal is 30Hz or below, then the cable will work fine, if the source (cable box) is 60Hz, the cable will by-pass signal only without video processing, up-converting or video enhancements This cable will only upscale to 4k @30Hz. It will work with a HDMI 2.0 port, but the max output is 4k @ 30Hz. The cable will upscale a signal to 4k only if the input signal is 1080p @24/30Hz. For the xbox one, you can enable 24Hz support when watching blu-rays. For games, it will not upscale as the ouput is not at 24/30Hz It will not work at all with cable boxes because all broadcasters only send interlaced signals (1080i) Most Blu-ray discs are 1080p/30 which up converts to 4k.
